When I went to go set up my hard drive I was planning on using ExFat incase in the future I switch over to a PC. When I formatted it to ExFat and pressed Erase, the Time Machine pop up came and I pressed 'Decide Later'. Then as I was about to follow your next steps I noticed that my format now said that it's MS-DOS (FAT). So I reformatted it again to ExFat incase I pressed the wrong one. Well again it changed itself to MS-DOS (FAT). Am I doing something wrong for it to keep switching or am I okay to put photos onto my hard drive? I personally don't want to use Time Machine to back up my photos as I've heard it could potentially erase them all and overall it's not a good way to backup your photos.
Any information you have would be really great as I have NO idea what I'm doing lol.

When the scanning process comes to an end, there will be a drop down menu listing a WD external drive under Drive to format. This is the screen displayed when the drive is 2TB in size or less. Click on the drop down menu to view and/or select different external drives from the list, should there be additional drives connected to the system. When ready, click on Format Drive.
On a Windows system and if the drive is greater than 2TB, the screen below will be displayed. Decide if the drive is to be used with a computer running Windows XP. If it might be used on Windows XP, then select XP Compatible.If the drive is not to be used with Windows XP, then select Factory Default.
